The son of Eles coach Brad Arthur, Jacob Arthur will start at five and eight in the NFL.
The 18-year-old will join to take charge of suspended Dylan Brown and tie him up with Mitchell Musa in the first half.
Arthur’s debut comes after the club had to upgrade the young playmaker’s contract in time to allow him to appear in the Magic Round
He was shortlisted for selection earlier this week, but it became apparent that he would not be able to enter the field unless the Eels chose to be promoted from a development player, due to the NRL’s eligibility rules.
Moses said of Arthur: “When I first came to the club, he (Arthur) was managing the kick shirt for me while I was working on goal, so it was great for me to give him his first shirt.”
“He’s been training with us since he was between 16 and 17 years old, he jumped in our opposing tournaments so he knows the game plan. He’ll know everything.
“It’s very exciting. He’s a really quiet kid. We don’t expect much from him, he just needs to do his job and I’m sure he will.”
