This agreement is designed to ensure that the state and its employees, through selected representatives, work together to promote collaborative relationships with the common goal of providing the best possible service to the Coloradans we serve.

Covered employees generally include those who are in the state personnel system, also known as classified employees. Exceptions include confidential staff, senior executives, senior executives, administrative court judges, hearing officers, state troops, legislators and temporary staff.

Since January 2021, the state and Colorado WINS have in good faith negotiated a partnership agreement that describes wages, hours, and terms of employment on behalf of all covered employees.
